Interest Rates are usually set by central banks for a given country or region. Interest rates can either be used as a tool by governments to try to control economic policy, or reflect what is happening within a market.
Obviously different countries have their own national interest rates. However there are a number of rates which could be considered to be 'international' interest rates. as they are widely used by other countries or organisations.
